Its off of I-90. You have to park on I-90 in the west bound side. It is a scary place to park, but the only way to access the falls. Look for a big boulder wall on the side of the Freeway and the river is right there.

Leif you can't get to the falls via access road very easily. The best way is to head west bound on I-90 and then pull off the Freeway into the grass just after the falls. Walk up the FWY with your boats and then hike out just before the over pass.

Also, do not lolly gag around the falls.  Police do pass by, and they will stop to check out what's going on.  If you are looking to fire it up, I suggest scout FAST or scout at a different time from when you run it.  When I was coming back from the gorge, kayak on shoulder, Johnny Law was there.  He wasn't so happy to see me suited up, abusing shoulder parking on the hw.
