Give us an example of where you've seen this. Typically when a gauge says "virtual flow" it means that's it's an approximation drawn from multiple gauges using some math to determine what the flow likely is in a particular drainage. These are not always the most reliable beacause localized rain can change flows dramatically, particularly in the early spring where you might have rain on snow events.
In that case it looks like there just isn't a gauge, not sure why it says "virtual." It says "3rd party" on the river page so maybe there is a stick gauge.
